The United Federation of Planets is a confederation of unified planetary and interplanetary governments and colonies which has spanned parts of both the Alpha Quadrant and Beta Quadrant for over two centuries. Composed of 172 member worlds, the Federation strives to foster cooperation and understanding between it's varied peoples, to establish fundamental rights for all intelligent life-forms, to promote peace, security, justice, respect and to provide better standards if living for all it's members. Though most Federation member races are Anthroid, other kinds of life-forms are included in the union, even ethereal non-corporeal beings.

The Federation was established in 2161 on the planet Babel, the result of a need for an agency of defense against the Romulan Star Empire. Five races - the Terrans, Alpha Centaurians, Vulcans, Tellarites, and Andorians - chartered the United Federation of Planets for their mutual benefit and protection against the Romulans and other aggressive species. In their constitution, properly known as The Articles of Federation, the governments of the five races - the United Nations of Earth, the Alpha Centauri Concordium of Planets, the Planetary Confederation of 40 Eridani A, the United Planets of 61 Cygni and the Star Empire of Epsilon Indii - provided for freedoms and liberties for all races, a representative democratic government with universal suffrage, and established StarFleet. For the next two-hundred years, the Federation operated as a voluntary democratic union for trade, exploration, diplomacy and mutual defense, growing to become the single most formidable power in the local galactic area.

The primary governing bodies of the United Federation of Planets are the Federation Council and the Supreme Assembly. The Council is composed of eleven members, five of them permanent chair holders (the founding members of the Federation). The other six temporary members are elected from the Supreme Assembly, which itself is composed of groups of up to five representatives from each contributing planetary government.

The Federation Council has the authority to handle matters of interplanetary peace and security, including the settlement of disputes, recognizing and responding to direct threats to the security of the Federation, as well as the regulation of the diplomatic, scientific, and armed forces of StarFleet. The Supreme Assembly possesses the responsibility of approving the budget, electing temporary members to the Federation Council, making recommendations of actions and reporting issues to the Federation Council, and wielding the authority to investigate the operation and validity of it's proceedings. In addition, the Supreme Assembly also elects a president to preside over the Federation Council.

Each member state within the Federation is entitled to maintain its own military, system of government, and intelligence agencies. Localized government is instituted as opposed to a powerful central state, and it is in this way that the freedom and individuality of all member worlds is realized. Despite these freedoms, Federation law is kept supreme in order to maintain order among the different societies and governments that exist within the union. When necessary, member planets of the Federation call on the central government to assist in the enforcement of their local laws or settle extradition or border disputes when inevitable "spill over" occurs.

The Federation operates on a balanced system of representative democracy coupled with a largely socialist economy. Because of the success of the interstellar union and the ability of the Federation government to coordinate and communicate effectively between its members socially, economically and technologically, the UFP is able to provide all of its member worlds with the resources to largely solve their global economic problems. The average standard of living within the Federation is very high, resulting in a society largely preoccupied with health, recreation, art, education, research, convenience, beauty and leisure.

Although the emphasis on monetary gain decreased as the Federation gained size and influence through the Alpha and Beta Quadrants, the Common Interplanetary Credit was still widely used to govern civilian trade throughout the union at the Federation's height. Apart from contraband, such as slaves, weapons of mass destruction and narcotics, the civilian market within the Federation was largely free and unregulated.

Among the vast numbers of agencies and institutions that span the loosely governed network of planets and systems, the most prominent institution of all is StarFleet. With an armada of starships and a throng of highly trained officers, the fleet is dedicated to the peaceful exploration of new civilizations and the protection of old ones.
