Overview
The High Council (also referred to as the Imperial Command or High Command) is the legislature and ruling body of the Klingon Empire.
Located in the Klingon capitol of Qo'noS, the First City, it is comprised of some twelve representatives of the most powerful houses and headed by a Council Chancellor. The members of the Council are charged with overseeing the welfare of the Klingon Empire and its citizens, with each member usually heading a major department. When the Council is summoned to determine policies, the input from each department head will be used. They meet in the Great Hall.
The Council has a long history of political intrigue, as the Great Houses battle for control over the Empire. Assasinations, duels, and hostilities are common during power struggles. When the Council Chancellor is deposed, either through assassination or other means, a Rite of Succession is performed to instate the new Chancellor. As with all Klingon occasions, a dose of honorable battle is inevitable, after which the two remaining contenders are to fight it out for the coveted position.

Gar'ElsmaQ of the House of Gar'ElsmaQ
Gar'ElsmaQ considers himself a traditionalist, but is willing to make new tradition or spin changes with traditionalist viewpoints. He has a very great respect for his people's history, but feels equally the burden of their future. While he will not bend on certain things, he is willing to listen and consider alternate viewpoints. While he is considered by many non-Klingons to be "reasonable" he is first and formost a Klingon at heart and will care for the Empire first. The appearance of Kahless, which threatened many members of the high council, was welcomed by Chancellor Gar'ElsmaQ who saw in the clone someone who could help his people maintain their spirituality and essential "Klingon-ness". He has used the Emperor as a sounding board and proving ground for the passage of less traditional policies. Additionally, working with the Emperor has often been a factor that turns the tide in favor of policies he feels are in the best interest of the Empire. Gar'ElsmaQ is a Noble Klingon Tiger of middle age. His hair was originally a light brown, but his 11 years as Chancellor have begun to add liberal amounts of grey. Gar'ElsmaQ is very much a politican but began his career as many young males do, in the military forces. He rose to the rank of captain before he assumed a spot on the council and served there for two decades before rising to become Chancellor. It is expected he will remain Chancellor for quite some time, as he is well liked and maintains healthy support from the people.
High Council Members
- tIwm' Of the House of CrBn'nog
tIwm' is the head of his house and is noteable for his obvious albanism and almost pure Lapine look. He's been accurately described by a Federation official as "Having a mean streak a mile wide". CrBn'nog has made a name for itself by providing some of the Empire's most fearless and fearsome warriors. CrBn'nog began as a common house and has achieved some measure of nobility through honorable actions and intermarriage. The house has frequently interbred with the other fur species on the planet, but is largely Lapine. A fair number of the House of CrBn'nog are tiger striped from having intermarried with the noble houses and have ears tempered by feline characteristics even as their teath were accentuated. This house has a tendency to produce persons who are, quite simply, crazy; tIwm' is no exception in this aspect.
- Varkosh of the House of Kar'Tegh
Varkosh is the younger twin brother of Kar'Tegh. Kar'Tegh himself disliked being on the council when he was placed on it briefly. When his brother showed aptitude for politics, he stepped down from his place and encouraged his brother to take the seat, which he was able to do. Kar'Tegh is Governor of the colony at Narendra III. Varkosh and most of his house are Klingon Wolves. The House of Kar'Tegh has provided many warriors for the empire, but also is noted for their glorious explorations and discoveries for the Empire. An Ancestor of the house originally discovered the world and lead the original Colony there.
- Gartok of the House of Gartok
One of the older members of the council, Gartok is a Klingon Tiger from a noble house of the Empire. In his youth he was a decorated Military Commander and still has a certain distrust for the Federation. As he is an older member of the Council, his battle-won wisdom is heeded, especially as it pertains to military matters. However he is considered to be the staunchest traditionalist among them and thinks little of Non-Klingons. He has openly spoken against allowing aliens into any Klingon house, let alone any of the Noble houses. Gartok is of the opinion that tigers are better suited to rule than other Klingons, but his views are generally a minority.
- B'Naj of the House of Tor'RanGh
B'Naj is a middle-aged Klingon Bison who has had a long career managing his fellows. He rose to become Captain in the military before his left eye was damaged in a knife fight with a Romulan in a less-than-reputable bar. B'Naj considered the scar a mark of his victory over the Romulan and declined to have it fixed. He was the well respected Govonor of the Southern Qu'Vat colony for many years before being on the Council. Unusually, his daughter Itola is now Governor as his son Salid has dedicated his life to the military and has flat-out refused the governorship. He is exceptionally tall, standing nearly 8 feet in height. Like many Bison Klingon, he wears heavy spiked war boots over his hooves and has capped his horns in bakkonite.
- Gr'Nd of the House of M'rdoR
A black-furred wolf from the Homeworld, Gr'Nd was a new council member when the last Chancellor died. He made a play for the position, but was utterly defeated by Gar'ElsmaQ. The reason for this was twofold: one he is one of the younger members of the Council and was the newest chancellor, and two, he and his house have a certain reputation. While no one will say anything in public, let alone to the face of anyone in M'rdoR, the house has had certain dealings the honor of which could be questioned. M'rdoR has pulled itself up from obscurity in recent times. Many attribute this meteroic rise to dealings with smugglers and other shadowy persons of ill-repute.
- Keill'tegH of the House of Keill'tegH
Keill'tegH is a Klingon Buffalo from Boreth. He is a deeply spiritual Klingon and is usually the chancellor who deals with such matters. He spent many years in monistaries, pondering the life of Kahless and served the function of chaplain for more than one battleship. He was angered by the monks of his home-planet who cloned Kahless, but has found the man himself to be a great well of spirituality for the Empire. The two have become good friends and have spent many an evening debating over several tankards of Bloodwine. Keill'tegH is a deep thinker and something of a philosopher. His views are very much in line with Gar'ElsmaQ's, though the two do not always agree. He is in his upper middle age and is reknown for being a man of his word.
- L'Noth of the House of L'Noth
L'Noth is here for the Bloodwine. He dislikes Politics and only just tolerates politicians, frequently saying he'd rather be at the negotiation table with a bunch of Ferengi. He is on the council because his old friend Br'Aetok convinced him to take it when the Chancellor, a former junior officer of his, approached him 5 years ago. L'Noth has proven to be capable in advising on matters of trade and has respectable ideas on how to conduct military matters, added to this is his House's traditional "Eccentricity" and his status as Nobility. Therefore the other chancellors put up with his seemingly Cavalier attitude. His placid exterior disguises a wise, still-formidable warrior, a crafty and brutal strategist. L'Noth is a Klingon Tiger.
- Br'Aetok of the House of Br'Aetok
Br'Aetok of the House of Br'Aetok is one of the staunchest supporters of the current Chancellor. He is a Tiger but is common born and has risen to his current position through his own honorable actions on the battlefield. Currently Br'Aetok is a chief advisor on Military matters and has the rank equivalent of Rear-Admiral. This has led to some tension with the likes of Gartok.
- DagoQ of the House of DagoQ
DagoQ is a Tiger-Rabbit from a common Great House. He is a well respected Doctor who had been leading the push to a "final cure" for the harmful genetic debacle that has plagued the Empire for nearly the last century. The Madness claimed his father and grandfather and has touched far more of his family than any will publicly admit. DagoQ' seems to have been spared because of his tigress mother (his brother was not so fortunate), but his children are both vulnerable and potential carriers to his grandchildren. He devoted his life to trying to find a solution to the problem. His progress in developing a cure has been retarded by taking over as the leader of his House after his brother's untimely death and his father stepping down before he "lost it completely" and by his seat on the council. He is usually "grumpy" and is highly suspicious of new techniques and technology, but will use them when a more tried method has proven to fail - he won't like it though. He still thinks of himself as a Doctor and not a High Chancellor.
- Krag of the House of Krag
Krag is a Klingon Tiger, the eldest member of the council, and very traditional. He became the governor of Rura Penthe shortly after the rumored escape of two starfleet officers in 2293 and served in that capacity until 2342 when he took a place on the council. He has a generally low opinion of Non-Klingons and still habors some resentment towards the Federation, though this has somewhat dulled with time. It is suspected that he enjoys conplaining about aliens far more than he actually means any of his words. As the Eldest member of the council he has a large measure of authority granted by his old age, but he has clearly thrown his support behind the younger Gartok to whom he has been an mentor for on the council. The metaphorical vultures have begun to circle however, and there is rumor that this particular Tiger lacks teeth.
- Qn'Sha of the House of Qn'Sha
Qn'Sha is a middle aged Klingon wolf and head of a Noble House - one of only two originally non-tiger Noble Houses. The House was granted Nobility by Q'nneth, the last surviving member of the Imperial family shortly before she died of her injuries. Qn'Sha's ancestor, a commoner - the court Bard, was a key to helping the restoration and as a reward for their efforts, they were granted full titles of nobility and the blessings of the Imperial House. Since then they have interbred with other Noble houses and much of Qn'Sha's house expresses the tiger phenotype in some way. Qn'Sha himself looks like a purebred wolf with the noted exception of his coloration, which is pure tiger. The entire house looks "exotic" by Klingon standards. Qn'Sha is said to have one of the finest voices in all the Empire. Perhaps second only to his mate, the celebrated opera singer Vorasha. The House of Qn'Sha is noted for being a patron of the arts and for its deep appreciation of history, owing in no small part to how it originally obtained it's influence. Qn'Sha is the most "neutral" member of the council and considers everything carefully.
- Da'Nat of the House of Da'Nat
Da'Nat is young, opinionated, and full of self importance. He has frequently allied himself and his house with the likes of M'rdoR. He is a Klingon cape Buffalo from the homeworld. He sees a "tiger" conspiracy at every turn and greatly dislikes the Emperor. He believes that if the Emperor was truly Kahless, he would be in control instead of touring the Empire and Allied nations and conversing with "Great Klingon Thinkers", something Da'Nat thinks is an oxymoron. He is very straight forward, often being described, politely, as "Painfully Blunt". He firmly believes that Klingons can only achieve glory through combat, and Honor through conquest. He is a radical and inherited a Place on the Council. Practically everyone wishes he would step down and shut the hell up, even the people using him as a pawn to further their own needs.
