Breen Confederacy Government Structure:
The Breen Confederacy is, as its title suggests, a confederation, and can be characterized as an alliance between several sovereign powers that is overseen by a relatively weak central government. The Confederacy is comprised of 11 Sectors, which are as follows:

- Veysfdia
- Rgiajnr
- Sgbuni
- Fsbsbia
- Luerye
- Neurhto
- Eiwrue
- Vweinyk
- Seirgnia
- Banikqa
Breen Sector Government:
Each Sector has its own executive, legislative, and judicial branch of government. All three branches are usually located on the capital world of each Sector, though some Sectors do locate their branch headquarters on other worlds, moons, or bases. In addition, each Sector has its own militia and controls one of the 11 enforcer divisions of the Strategic Defense Forces. Relations between all 11 Sectors are generally warm, though most Sectors have been known to engage in some level of espionage against other Sectors, with varying degrees of success (see Tlecnar-class enforcer).
Although each Sector is allowed to develop its own form of currency, all 11 Sectors have agreed to use a single monetary unit: the Gurlak.
Breen Central Government:
The central government of the Confederacy, located in the capital city of the Breen homeworld, is responsible for the maintenance and operation of the Strategic Defense Forces, and it has the sole power to regulate foreign relations and trade. In addition, the central government acts as the final arbiter in disagreements between the Sectors and the faiths. The central government does not have the power to dictate laws to the Sectors, though it can speed their adoption/rejection by all Sectors.
In order to allow efficient and timely fulfillment of these responsibilities, the central government is divided into three branches:
The executive branch of the central government is commanded by a Thot, who is elected by popular vote of all 11 Sectors every three years. The Thot acts as the Supreme Administrator of the Strategic Defense Forces, and has the power to negotiate foreign agreements, though they must be confirmed by the legislature.
The legislative branch of the central government is comprised of 33 popularly-elected members, three from each Sector. All seats of the legislature are up for election every nine years. The chair of the legislature rotates among its members on a monthly basis. The legislature serves as the official point of communication between the Sectors, and is thus responsible for hearing and resolving disagreements between the Sectors. In addition, economic and military agreements are developed and enacted by the central legislature. Finally, the legislature may confirm or deny any actions of the Thot related to foreign affairs, including both the negotiation of treaties and the decision to engage in military and economic campaigns.
The theological branch of the central government acts as the Breen ecumenical council, and is charged with maintaining harmony and unity among the different faiths of the Breen. However, like the central legislative branch, the theological branch does not dictate to the Sector level, and merely serves as an official forum for resolving disputes. The theological branch is the only branch of the central government that does not involve itself in foreign affairs.
